Judge Lowery expressed stern advise that everyone should have a will; a great deal of stress & confrontation can result for the surviving families of those who die without a will. Judge Lowery also applauded the state legislature's efforts in raising the state's minimum marriage age requirements for minors without parental consent. Also, a change in handgun permitting rules effective July 1, 2006 will now require background checks every five years for those attempting to renew their permits.
